This dress was dictated by a classmate of mine. She wanted a floor length, low backline and cowl neckline for her prom dress. And also chiffon. From this I took into account her proportions and height.
She was tall, had long legs, and a short torso with a large bust.
If the cowl neckline was a scoop neckline as well, this would minimize her bust and if the effect of the cowl neckline is repeated below the hip then her torso would appear much longer.
A long silk strip would wrap under the cowl neckline and continue past either shoulder and end in a bow in her lower back.
